Short Term Respite

Quality, compliant short-term care that gives participants a change of scene and carers a genuine, well-earned break.

What is Short Term Respite?

Important update: As of October 2025, the NDIA officially renamed Short Term Accommodation (STA) to Short Term Respite (STR). This reflects a clearer focus on the purpose of this support — providing genuine respite for informal carers while ensuring participants receive quality, disability-appropriate care during the stay.

Short Term Respite is funded under Core Supports — Assistance with Daily Life (Category 01). It covers accommodation, personal care, and support for a participant staying away from their usual home for a short period — giving both participant and their informal supports time apart.

The NDIS funds up to 28 days of STR per year, with a maximum of 14 consecutive days at any one time. Claims must be carefully documented and must clearly demonstrate disability-related respite — not holidays or tourism.

Eligibility

To access this support through Joyful Support, the following conditions generally apply:

Adult NDIS Participant

You are an adult NDIS participant who lives with, or receives daily drop-in support from, informal carers (family or friends) providing at least 6 hours of disability-related care per day

Disability-Related Stay

The respite stay is directly related to your disability support needs — not a holiday or recreational trip

Carer Need

Your informal support network has a genuine need for a break to sustain their caring role long-term

Children Under 18

For children under 18: eligibility is more restricted under October 2025 guidelines — STR for children requires exceptional circumstances and must be evidenced

SIL Exclusion

Participants already receiving 24/7 paid support through Supported Independent Living (SIL) are not eligible

Fixed Location & Compliant

The stay is stationary (in-state, fixed location) and the accommodation, support ratio, and activities meet NDIA Pricing Arrangements and Price Limits

The NDIS tightened Short Term Respite rules in October 2025 following widespread provider abuse. Here is what happened, and how we operate differently.

What went wrong in the industry
No itemisation, no accountability

Providers billing STR as a flat daily rate with no breakdown — making it impossible to verify what was actually delivered or charged correctly

Holidays billed as respite

Resort stays and beach trips claimed as disability support without any genuine carer-sustaining purpose

Carers never actually left

Families staying alongside participants during the “respite” period — no genuine carer break occurring, yet full funding claimed

Double-dipping on SIL participants

Claiming STR for participants already receiving 24/7 funded Supported Independent Living — funding taken from the scheme twice for the same purpose

Activities with no plan connection

Activities during stays with no link to any NDIS plan goal — support that could not pass the reasonable and necessary test, yet was billed as such

Industry Alert

We won't disguise Short Term Respite as 24-hour support

One of the most widespread abuses in Short Term Respite is providers billing participants under 24-hour active support line items — or reclassifying stays as Supported Independent Living — to bypass NDIS limits and charge at higher rates. The NDIS has now explicitly called this out.

How providers do it

STR stays billed under SIL or daily activity line items to circumvent the 28-day annual cap

Full active support overnight rates claimed while participants are sleeping — the lower sleepover rate applies but is never used

Invoices showing 1:1 staffing ratios while participants are in a group house with a shared support worker

Providers collecting fees directly from families on top of NDIS claims — double-charging for the same stay

What it costs participants

NDIS plan funds exhausted faster — overpayment for support that was never delivered at the claimed level

Non-compliant claims can trigger NDIS audits of the participant’s entire plan — not just the provider

Clawback of funds at plan review — participants lose future funding because a provider filed incorrect claims in their name

Genuine need unmet — the carer gets no real break because the “respite” was structured around billing, not family support

“Short Term Respite must be claimed under the correct support purpose code. Using alternative line items — including Supported Independent Living or daily activity codes — to circumvent STR usage limits is not permitted and may constitute fraud reportable to the NDIS Commission.”
